EORI Number – Your Questions ANSWERED!

eori-numberEvery day I receive countless questions about shipping and customs, and I’ve noticed a lot of these questions refer specifically to the EORI scheme… so I’ve decided to create an article on that specifically – to clarify all the confusion once and for all.

Let’s get to it!

The Economic Operator Registration and Identification (EORI) scheme was introduced on 1st July 2009 (replacing the Trader Unique Reference Number system previously used in the UK) and it’s basically a method for tracking imports and exports within the EU.

An EORI number is assigned to an individual legal identity (i.e. sole trader, partnership, company or individual) by your local member state (so if you’re in the UK – by HMRC) and that EORI number is then used to identify you and your shipments across all EU countries.

And really it’s as simple as that – it is just a number given to importers and exporters throughout Europe that can be easily and consistently identified by customs.

Another top tip to helping keep the costs of your imports down is to research alternative money transfer providers that provide better exchange rates.

Companies that specialise in international money transfers could save you a substantial amount of money if you’re looking to make frequent transfers to your Chinese suppliers.

FCA and FinCEN regulated, TransferWise are ​up to eight times cheaper than banks​ when it comes to making international payments. They always convert money at the mid-market exchange rate – ie. the rate you see on Google is the rate you’ll receive. The only fee you’ll pay is a small, upfront fee on the value of the transfer. You can also ​make global USD payments to your Chinese supplier​ and with their fixed fee of $2 + small % cost of currency conversion, their rates are very competitive.

Setting up the payment is simple as well. You sign up for a free account, set up your transfer by entering your supplier’s bank account information and state what currency you’d like to pay them in and then fund your transfer. Options include bank transfer and debit/ credit card. Your supplier won’t need to do anything. For them, it’s just like receiving cash into their bank account.

With over 3 million customers and co-founded by the first employee of Skype, you can be assured that your money is sent securely. However, just like with a normal wire transfer, your money is not protected if your supplier turns out to be fraudulent so it’s best used when you’re paying a supplier you trust.

Do I Need An EORI Number?

Although the official explanations are slightly more complicated, to keep things simple and easy to understand – if you are involved with imports OR exports to or from the EU, then you do need an EORI number, as without it you won’t be able to complete the Entry Summary Declaration or Exit Summary Declaration.

How Do I Get An EORI Number?

To get an EORI number, you simply fill in the application form and send it to HMRC.

Which form you need to complete depends on whether or not you’re VAT registered –

  • And if you are not VAT registered, then you need form C220A, which can be downloaded here.

And just to make it clear as there seems to be a lot of confusion about thisyou don’t have to be a company to get an EORI number and can get one in the exact same way as an individual or sole trader.

You can either print and complete the application form or fill it in online, via Word.

If you do it electronically, you then need to email the form to: eori@hmrc.gsi.gov.uk

If you do it as a hard copy, you’ll need to post it to the HMRC EORI Team:

One useful tip to remember is that if you are not VAT registered; you should apply for your EORI number after your first shipment has been dispatched, as that way you’ll already have carrier and tracking information to hand – both of which are needed for the application.

When Do I Need To Use My EORI Number?

You’ll need your EORI number pretty much every time you deal with customs as it must be included on all pre-arrival and pre-departure information on goods entering or leaving a customs territory of the European Community.

If it’s a business shipment, then your EORI number will be needed, regardless of the value of the order.

So that’s it really! There is nothing complicated about this at all… all you have to do is apply and get your unique number and that’s it!

And also, please note that you only need to apply ONCE and can then use your EORI number on all future imports and exports – it isn’t only valid for one shipment as some people think.

Actually, there is one last thing that I want to point out:

There’s a site run by the European Commission that can be used by the general public to check the validity of an EORI number. This site will also contain some basic information about the holder of the number such as your name and address but this information is only shown if you previously agreed to that.

So it works something like this:

  1. You enter an EORI number and click validate.
  2. If the number is not valid, the answer is ‘No’ and no further information is shown.
  3. If the number is valid and the answer is ‘Yes’, your name and address will be given, ONLY IF you have previously agreed to this information being shown.
  4. If the number is valid but you have not consented to your information being disclosed, then it will still show as ‘Yes’ (so no need to worry about that).

Obviously it’s not hugely important either way, and it’s completely up to you whether you want your information to be shown on searches (it doesn’t make any practical difference) but I thought I’d mention it so you know to keep an eye out on the form for any boxes regarding disclosing your data.

      As far as I know – no. But I haven’t checked rules on this lately, maybe the amounts have changed and maybe the rules are different for individuals and companies.

    We’re a U.S. company that has an EIN number. We want to sell some office equipment to a company (could also be an individual if need be) in Germany that is valued over 800EU.

    We are planning to AIR FREIGHT it over. Would we need an EORI number?

  6. Hello,

    thanks for this.

    so i’ve been bringing in items from china for a while now.

    I’ve never been asked for an EORI number as DHL takes care of everything.

    This methods works for me and I’m only just registering for VAT (sad times I read your article on the biggest mistake you can make on eBay).

    Can i still let DHL declare my parcel fro me, or do i need co declare it myself?

      Yes, DHL can still handle your customs clearance procedure.

      EORI number is needed when the value of the shipment exceeds a certain amount (it was somewhere in the region of £800).

  7. Hi Andrew! Thanks for making some sense of EORI for me. Couple of additional questions – my business is registered in Hong Kong. I produce in Portugal and export from Netherlands. My client will based base in mainly Europe ( predominately UK based) What do I do re VAT in this instance and which country so I apply from? Thanks

    We export to countries all over Europe using DAP terms, in preparation for a no deal Brexit our freight forwarder has stated they will need our EORI Number and the EORI number of the importer in the country of delivery on every invoice, is this true?

      If they say so, I don’t know…

      To be honest, I haven’t spent any time on preparing for the Brexit as I believe (and hope) that it won’t happen, and all this is a waste of time.

      If it does happen though, then I will look into it and just face the facts and reality.

    I am a UK registered company with a UK EORI number, do I need an EU EORI number to import/export from the EU in the event of a no-deal?

      We don’t know that yet. I don’t think it will be EORI number though as that’s an EU thing – if the UK leaves EU, they probably won’t use it anymore (but I don’t know).

    One of my suppliers has requested my EORI number to ensure supply continues in the event of a “No Deal” scenario. I’m struggling to understand on what basis they need my EORI number. Surely they only need to worry about their own for the purposes of their supply?

      I don’t know that either….

      I know from experience that some suppliers in China ask for the EORI number (but it has nothing to do with the Brexit) – I think they need it for EXPORT declarations OR if they use the TRAIN freight service.

      Either way, it’s super simple to get the EORI number – so just do it once and forget about it.

    And second question would be, what could happen if my parcel was stopped by customs and they contact me to ask EORI but I don’t have one. 🙂 Thank you

      No, as far as I know, those products don’t require any special certificates.

      As for your 2nd question – what happens? nothing! 🙂 You simply then register for EORI number and that’s it.

      Only disadvantage for this method is that most couriers will charge additional storage fees if you don’t “claim” the shipment within 3 to 5 days and if you don’t get EORI number in that time frame, you will face some extra charges from the shipping company.

    I am a self employed artist and I just sold my first painting to someone outside of the EU, I have just got my EORI number, my question is where on the paperwork of the package do I put it? The export invoice? I don’t see a space for it on the CN23 form!

      I don’t think you need to put it anywhere if the goods value you send out is less than £800.

        They will do the declaration etc.

    I want to buy items from Ali Baba and sell them on eBay. I don’t want to register as a sole trader or a business. Is there any way which I can get a eori number? If so could you guide me?

      IF Customs ask for an EORI number (they don’t do this on all orders, only ones that are big enough), you can still register for EORI number as an individual.

      You don’t have to be a business or Sole Trader to get EORI number.

      It depends on the product – some products like electronics require special certification. There are also gated categories where you need to provide invoices and other info to Amazon to even be allowed to sell that product. As you haven’t mentioned what the product is, I recommend that you contact Amazon seller support and ask them whatever the product you plan on selling requires any special documents/certificates.

    fyi I will still do both jobs?

      Hi Ahmed,

      If this is a business for you, yes, you need to register as a Sole Trader (that’s how you get UTR number) OR set-up a Ltd.company.

      As for the EORI – it depends on the value of shipments – for small orders, it’s not needed (If I remember correctly the threshold was around £800).

      BUT sometimes Customs can ask for the EORI number for smaller orders too, so I recommend that you register for EORI anyways. It’s a one time task and won’t cost you anything.

    I am an individual and not set up as a sole trader or company, so therefore don’t have a business name, yet the form demands a business name. Should I just enter my own name for the business name?

    I have a quick question about using my EORI number in EU countries outside UK. If I plan to send an export and happen to be in another country such as France, is my UK EORI number valid to send my shipments?

      I think it comes down to WHO imports and exports – so if the company is the same, you should be fine.

      But I’m not 100% sure on this so maybe call HMRC (or local Customs office in that country and find out).

    I recently applied for an EORI no for some goods we bought from China. I am Chairman of our local Northern Ireland Supporters club and filled the form in choosing the section of charity or organisation. My form came back rejected and was told to fill it in under the sole trader section. I got the the EORI number back then very quickly to get our goods through customs but were my concern is I filled this in as a sole trader just to get the EORI no and get our goods through. The goods came to £1700 approximately but in reality we are just a non-profiting supporters club and the goods are for our members. With giving them my NI number will I receive any further emails from HMRC regarding self return tax forms which I know nothing about and no money will be going through my account. Have I done anything wrong ??

      Hmm, that’s weird that they did not allow you to get the number under the organisation name… I would call up HMRC and ask about this, maybe someone gave you bad advice?

      Anyways, as goods were valued at £1700 you probably did pay VAT and import duty on them, right? If so, it’s all good and you won’t receive any further tax bills.

      EORI number is used for statistical purposes and it does not trigger any other tax obligations.

    im not registered yet as a self-employed and not registered for EORI, and I ordered some items of alpaca wool from Peru for trading at markets/events. the parcel arrived the 19th of December 2018 and is still with customs clearing agents. I received a form asking about invoice and proof of purchase which I have and sent.
    my question is , do I need to register as self-employed and apply for EORI number? do you think they will questioning me for not being doing this before?

    I have a company, not VAT registered, who sells third parties art pieces for a commission. I’m exporting for outside the UK, using Royal Mail. How do I fill the Freight agent’s details on the EORI form? NONE? And after receiving the EORI number where should I inform it? On the Customs Declaration Form CN22/23? You said this will be my EORI and I don’t need to apply again. But If I register for VAT? Do I need to apply again? Thank you.

    I have one question
    i have done the application and now they ask me different things to prove that I’m a sole trader, well how can this be proved?
    before I was in one accountant and he told me that to be a sole trader I dont need to apply for nothing, not vat needed of course, and at the end of the year, contabilistic year of course, I must fill my tax refund with everything that I have done, well you know this.
    The question is I have applied for the eori and this will be my 01 invoice and of course at this time I dont have history…. I’m afraid that something can be wrong but I truly dont know what

      To become a Sole Trader, you need to register with HMRC. Then you get your UTR number and that is the proof that you’re a Sole Trader.

    my question for you is, I’m a luthier as hobby, I have a job but I love to build my guitars.
    time to time I sell my guitars I have some people that like them in Canada and USA for example, I have sent some in the past but my last one customs requested me the eori … I never heard about that before
    then I’ve tried to apply for the number but, here comes the question, they ask for the Method of transport – sea/air/road:*
    Port of exit:*
    Date of dispatch:*
    well this seems strange , if the eori number is to be used in future exports what they ask this for ???
    other question, in chat with a currier and even give them all addresses etc he told me that will be impossible to know where will be the port of exit, UPS for example can send from different aeroports depending several internal subjects… the problem is I need to know this.
    if I request the shipment before to try to have this info maybe then they can’t supply me this info … is not this strange??

      Yeah, it may seem strange to you as EORI, in general, is used for bigger companies which ship via sea freight etc. BUT don’t worry too much about the shipment detail you put in there – I don’t think they actually care much about it. Just put AIR and London there and it should be fine. IF they contact you and ask for more information, say exactly what courier told you.

    I am confuse about Section 3 – Details of import

    To apply for a Non-VAT registered EORI number within the UK, you are required to evidence an example of customs activity as proof that you are an Economic Operator. Please note that incomplete applications may be refused and you will then need to reapply.

    Do I need to apply for Authorised Economic Operator authorisation (C117)??

But also want to include some woodworking machinery and items to renovate a property out there. Like bathroom and kitchen furniture.     I am individual not doing business, i am importing a wooden peacock chair from India and donating to temple purely for religious purpose for prayer only and its going to stay in UK permanently, chair cost around 2069 dollars. Fedex are asking EORI number never heard before, however after looking your website i got some ideas abt EORI. i would like to know do i need EORI number? pls clarify that would be great

      If they ask you for it, probably you need it, yes.

      You could call Fedex though and ask if there’s a way to not use it in your specific situation.

  33. I ship around 150 packages per month to the UK valued around $125 USD each. Is there another option to paying the standard 20% VAT per package? I’ve heard that getting an EORI number could lower my VAT percentage. Is there any truth to this or is there another option?

      No, EORI number in no way changes the taxes you pay on imports into the EU, so that’s totally false information.

    We are temporarily importing instrument for a competition from Norway to Greece. HMRC confirmed the EORI number and the email address registered with it. However, Greek Customs said they cannot find the email address in the database when they did the check, so we cannot do the authorisation. How can we deal with this?

  35. Hello, I am a proprietor need to ship goods from India to the Amazon UK warehouse in bulk amounting to 1000-1500 euros. Do i need to register for a VAT? and do I need an EORI number? If yes, then should I apply with or without VAT number application for EORI?

    I’m a seller on Amazon and had registered my own VAT and EORI. But after 8 times of import clearance in Germany, I found some hold on my shipments. Do you know the import limitation for a non-Germany company’s EORI? Why it has limitation for times of import? Tks.

      Hmm, you shouldn’t really need an EORI number for a shipment like this within the EU.

      Did you inform your shipping company that you don’t have an EORI number? What did they say?

      If they insist on it, you can get it online for free, even if you’re not a company.

      EORI number is required over certain value imports – I think it was £800 or something like that.

      IF EORI will be required, UPS will contact you and ask about it. But to avoid any delays, you can simply apply for the EORI number once your first order is dispatched from the US.

    I ordered some goods from China and my courier told me that I needed a EORI number but it’s been 4 days and I still haven’t gotten a reply. I’m very worried now because I’m not a UK resident, and they asked for my National Insurance number but I don’t have one so I gave my overseas address instead and I’m not sure if that will affect my application? Is there any way for me to get my package?

    Thank you for all the information. I am an artist based in UK selling every now and then through an online platform. I have sold through them before to a buyer in USA and didn’t need EORI number then. (The platform arranges for courier collection and delivery to buyer). Yesterday I had another sale and received an email from the Art platform asking to set up an EORI number that I would now need to provide to them when booking the courier collection. All I know at this stage is that the buyer is based somewhere outside EU.

    I don’t understand what changed (as I used to be able to ship without EORI before using the same platform) and if I really do need to apply for EORI in order to send a one off painting to a buyer outside EU?

      Thanks for your comment.

      Yes, it could be that you need to do that because of the high value of the item you sell.

      But you shouldn’t see this as a big problem – getting EORI number is a ONE TIME process – it’s completely free so I can’t see any reason why you simply shouldn’t register for it and be done with it.

    I am importing a shipment from China, we choose the seller’s DDP service, they have said we will not have to pay any VAT, duty or other taxes and we do not need to register for and give them the EORI number, is this correct?

    My thinking is the seller has either incorporated the VAT, duty and other taxes into the price we are paying for the order, or they are using the Single Point Of Clearance scheme (SPOC) to reclaim the UK VAT.

    Do you agree that I don’t need to request a EORI number from HMRC?

      Hi Matt,

      Yes, under the DDP terms, you don’t have to worry about EORI and Customs clearance at all.

      Chinese now have companies in Europe, warehouses where they clear goods through Customs and then deliver to end customer.

    We have a US based company that imports lighting fixtures from Italy to the US and we sell online worldwide.
    Sometimes we receive orders from other EU states and we send goods directly from Italy to other EU countries. How can we handle the VAT issue? As a US company we don’t pay or charge for VAT but shouldn’t the end customer based in EU state pay for VAT?
    Any advice would be most helpful.

      IF you have stock in Italy and you sell to customers in Europe directly, you will have to register for VAT at least in Italy, possibly other countries too, depending on your sales volume to those countries.

    I have question regarding EORI as a Norwegian company/importer:
    We have an issue with having many different suppliers (specially in Italy) that sends us goods and require our Norwegian import papers to declare in their country that the goods are exported. That means we need to get a T-document for each supplier which is costing around 40-60EUR. My question is: If we would as a Norwegian company have an EORI number, could we be the “exporter” from Italy and receiver in Norway – to avoid exort/import declarations of 20 different suppliers that all in all is costing 100EUR per transaction per supplier.

      I’m not 100% sure but I don’t think that would be possible, no…. UNLESS you set-up some sort of Business presence in Italy.

      But I have never dealt with imports/exports regarding Norway so you may be better off by asking for advice locally.

    I have one basic question to ask..
    I am going to import first time form India to UK goods like groceries, some clothes (Still planning other than this)…
    I will be registering as Sole Trader under non-VAT as i am sure in first year i will not reach the threshold value for VAT..
    Now, Do i need to pay VAT and duty during customs clearance in ariport or sea port(not decided how to bring..looking for cheapest one)..
    Can you please explain me on this…

      Yes, you will have to declare goods at the port and pay VAT and import duty on such imports.

  47. Hi andrew. I am having complications with my supplier. They are absolutely sure that I need to have an EORI number before they can ship my items. I keep explaining to them that I need it shipped out first so I can have the information (Date of entry, container number etc.) But they keep on telling me they need the EORI before they can ship. So I feel stuck right now and not sure what I can do?

    Any help would be greatly appreciated

      Yes, I have heard about this happening few times but apart from trying to convince them – there are no real alternatives…

      You can of course try calling HMRC and see if they can issue a number without shipment details. Maybe they can do it, I don’t know as I haven’t registered any new numbers lately.

    Thanks for the lovely article. I went through a lot of comments to find my answer but couldn’t so thought of writing here.
    I am from India and run a leather merchandise company. I plan to open an Amazon UK store and registered for VAT on HMRC. I came to know about EORI while filling up my form.
    I regularly ship products to EU. I also have a distributor in Spain who then sells the goods to other shops. I understand that my distributor will need EORI and that it is not mandatory for me, but are there any benefits in terms of duties or just the ease of doing business, if I also get a EORI registered.

      There are no benefits for having/using an EORI number as such, if you don’t need one.

      EORI is basically used for statistical purpose to monitor import/export trade for EU, so it does not give you any advantage or dis-advantage.
